I am directed by Ir. Secretary Henderson to

refer to the letter from this department F 6260/738/10

of the 27th November, 1930, on the subject of the

appointment of a Chinese Consul at Kuala Lumpur

and the negotiations regarding the protection of

Anglo-Chinese in China.

The point raised in the final sentence

of your letter No. 72770/30 of the 30th October

last was duly referred to Sir M. Lampson for his

observations and he has now replied in a despatch dated

February 17th, 1931. I am to transmit herewith, to

be laid before Lord Passfield, copy of the despatch in

question and to state that Mr. Henderson concurs in the

views expressed by Sir M. Lampson.
